Skipping the ground levelling during construction

Is that intentional or even widely used? I mean, start construction, select the builder, give it a repair order (just right click) on the building it has started. It'll start building the target without bothering to complete the ground levelling. That can give you a tremendous speed advantage on uneven terrain but it requires micro for every construction. Is this an intentional advantage for microers or just a bug?
