Spring RTS Engine

Is there anyway to scale down a feature map? i'm trying to scale down a complete map but the feature map - being single pixels mostly - doesn't scale down well, only the grass scales well. does anybody know a way around it?

set photoshop in preferances, to nearest neighbor. It may not work still, but it has worked for me in the past.
