fixed slow rendering and texturing problems on some radeon cards

that's already in 70b3

but it makes buildpics flicker now..

That was me, and yes it was already in 0.70b3. It was actually a fix for something that was never released, and appeared on noize's radeon. The thing is that Radeon claims to support "OpenGL 2.0", though it actually doesn't and switches on software rendering.
Anyway, the end user with a radeon shouldn't notice any change..

I also doubt that this causes the flickering, that's probably something else.
