Spring RTS Engine

so every time i play i select balanced annihilation, click the newest version and start a skirmish. but it only shows a few units and first person control is now c instead of q and f11 doesnt pop up a settings thing or widgets or whatever. WHAT IS WRONG WITH MY SPRING?! i only have enough units to build some energy and metal plants, no anti air turrets no kbots nothing. only vehicles and energy and stuff. is this a bug? what should i do to fix it?

open that file with a texteditor, if it is empty: delete it.
