You should probably not do that, pointing a webcam at a public place is illegal.

i dont think its illegal, every city has a webcam pointed at the market place in much better resolution. the image quality of this is too bad to recognize people or license plates anyway.
some years ago i made a tripod controlable via pc, if i could get that to work over internet i only need some small children to copy the kindergarten cam
