Spring/mugen of TBS

There is spring for rts, mugen for fighters and loads of programs for rpgs. Is there software or engine that runs or expedites the making of Turn Based Strategy the same way spring does? I prefer less coding. Wesnoth isn't flexible enough.

TripleA might be worth a look.
Are there really loads of engines for RPGs? Sphere is the only one I can think of, and that only does 2D. Does anyone know of a decent free 3D RPG engine?

imo there is no need for a 3d rpg engine classic 2d sprite rpgs are made of pwn. And theres a few rpg makers for that
