Where can I find a Win32 commandline mapconv that would accepts .png for its input files?

Several years ago when I checked the source, it appeared the mapconv from .svn use Devil and so can accepts a wide variety of images, but I can't find any released build of it anywhere.

Supposedly supports every DevIL file, but its real flaky and a bitch to get it work right.
I recommend .bmp + mothers mapconv no scanlines hack http://spring.jobjol.nl/show_file.php?id=1745 unless your texture is too big for it (>500MB)
