That's not a bug, it's a feature
Just change your skin, if you have changed your skin the effect you describe happens.
go to
http://spring.clan-sy.com/wiki/Special:Preferences and choose the SpringNew skin
edit: or are you asking that the wiki skin be applied to the site and forum? in which case you'll have to wait for the web admin to comment... but I believe skinning was going to be included with the new site design...

i havent changed my skin o_O
i just want it look as it looks when i look it when im not logged in. in other words, everyone would see wiki same.
why? then i know how it looks when i edit it.

Maybe something glitched and your skin got changed or maybe you changed it months ago and have forgotten.
Did you try changing your skin back to the default one? That should fix the stated problem.
Also, I'm having trouble understanding what you are asking. Skinning allows you to choose a different theme for the wiki which allows you to choose to display it differently, this custom theme is specific to your login so it will only show up for you when you are logged in.
