Maximum number of units that can be loaded

I noticed that transport FBI options have been expanded. There's one more thing I don't think has been implemented yet, and it's badly needed: a way to limit the total number of units that can be loaded. Currently you can only limit the footprint size or something like that, so you can have either 3 fleas or 1 flash, for instance... I think.
