Sure, everything in TA-like (and most other RTS's too) games boils down to the economics, getting big enough army to crush your enemy. But thats not to say they dont have strategic depth - you gotta scout, raid, and defend from your opponent constantly if you want to get ahead. Where, when and how to attack, or to just expand and power up, depending on what I see my opponent doing, thats strategy to me.
Of course RTS games also have the requirement of good mechanical execution of your strategy, but that also affects the strategic part of playing when things are more uncertain.
A game with more complex ambushes or well planned beach assaults dont really say that its more strategic, thats more about just the execution of your plan, ie. tactics. Not to say a good game cant be made with such stuff.
Btw mex upgrader gadget is horrible, nobody should use it :D
