I see an object in her hand though. Although that doesn't necessarily mean you're wrong, it could be a cigarette case that she's scratching her head with.

Anyways, it does definitely look like a cellphone, but her behavior isn't incredibly cellphone conversation like. She seems to be shouting. Although it is weird that her gaze doesn't seem to be on whoever she's talking to off screen if there is another person immediately there she is talking to.
