Rate, Find similar raters, Browse their ratings/get recommen

Is there a website that, like listal.com but with more than games/movies/tv, allows me to rate anything and then finds other users with similar ratings and then allows me to browse those user's items or recommends based on their ratings? Basically the idea is that opinions are more useful from similar tastes and information from tested sources.
There are three for movies. I found a promising site but Ulike.net only ever shows 5 compatible people, an item's raters cant be seen, many items cant be found in any way but through Search, its buggy and unfinished, and there's no forum.
The first 2 complaints combine to make it practically pointless for my purposes.
A website that does all of this but only for websites/pages would still be very useful. In the mean time i will be spending alot of time plowing the web wishing the website user compatibility search already existed.

Dresden Codak somehow always annoys me. I believe it is a combination of the fanbase and the inability/disinclination of the author to write a connected narrative of any length, though there are also thematic problems.

I had an idea like this. Honestly, for pretty much anything, I'd prefer to see what people who think/buy/review similar to how I do think about a particular product than random hypercritical idiots. I can't tell you how many times I've found a comedy horrible when it reviewed highly, or how many times I've loved some other movie when the reviewers shot it to pieces.

Mmmm, I rated a ton of movies and I couldn't figure out how to get it to recommend movies rated high by people who had similar ratings to the ones I had... I was hoping to find something interesting to watch :S

With listal you can find similar people and then brows their stuff and then "follow" them.
Then select explore movies tab. In the top right corner it says universal, contacts and mine. click on contacts then in left box select top rated.
Those are the recommendations.

And i actually found something for websites and programs: blippr. Listal is better in a bunch of ways but blippr has that category.

To Andrej: Guys at tvtropes made that line and exterminatus seemed to be popular there.
