I dunno if any of you have already found solutions or not, but way back in the win98 days there was a program that worked exactly like this one.
Basically crtl + # changes the clipboard number. You can store up to 10 different clipboards woth of stuff on it so if you're doing a lot of intensive copy pasting it can make life much easier.
The program is called TenClips and it works with win7 64bit. This is the first multiple clipboard program I've found for win7 that isn't utter bollocks. In fact it's based off of the design of the original win98 program I used to use.

I prefer a single clipboard with clipboard history, so I don't need to keep track of 10 clipboards, just one long one

Vim comes with multiple clip boards (buffers) built in, you can get that for Windows.
