his hand is between the trigger gaurd and the pump. he isnt firing OR reloading

Well, when Arnie reloaded he either swung the shotgun around in a 360 or just gave it a jolt up and down :P

Perhaps he'd just picked up the shotgun? As we speak, the hud is flashing yellow and the message "You got the shotgun!" is in the console. He just hasn't put it away or switched to it yet.
