Dunno why youd want a crappy, non-minimap visible, non-autofiring seismic signatures thing instead of sonar.
Anyway, at current sonar is the only way to see units that are under water. So if you jam sonar, you cant see the unit at all.
Are you proposing that a unit that is under sonar and under LoS, it should be visible regardless of jamming, if its under LoS and not sonar it should be invisible, if its under sonar and jamming and not LoS it should be invisible?
Kinda complicated, just make your sonars shorter ranged so they're only used for in-LoS detection, rather than for out-of-LoS tracking of units (radar does that anyway).

Sonar is for revealing underwater units, not for long-range radar-style detection. Its more of an 'anti-cloak' than an early warning system. Hey, better yet, skip underwater units entirely. Have them just be cloaking ships with a large decloak radius.
