The issue is spring not working on windows operating systems prior to Win2k, not what you guys think is the best. 
Anyway, upgrading to 2000 or XP has the advantage of getting rid of a lot of compatiblity issues (not only for spring).
I know that some games used some functions only present in the API of XP to enforce XP as OS, yet changing them with a hex edtior to the 2000 equivalent worked nicely. I don't know how much one can be done for 98 though.

I recommend an upgrade to Win ME. There's no doubt that was the best OS ever.
