Mouse Delay

Whenever I am in-game, my mouse is slightly delayed and lagged.

This does not happen on other computers I play on.

It pretty much ruins my game play. It makes quick building impossible, and overall disables my ability to play well at all.

Any ideas on how to make the mouse move normally?

I have disabled anything that might take up CPU / Memory / GFX. Is it possible to change some kind of setting where the mouse is NOT converted into the game? I've tried running the game windowed, but the mouse still fails.
